2.Economic modeling: Commission economic modeling of the Compute Commons Contribution Standard: what public compute capacity would the 51% mechanism produce under three growth scenarios? What is the GDP impact? What are the distributional effects by country?
3.Legal feasibility analysis: Assess the legal instruments available in the EU, India, Brazil, and the African Union for implementing CCCS-equivalent measures under existing frameworks, and what new treaty architecture would be required for a full multilateral accord.
4.Governance body design: Convene a working group of constitutional lawyers, technologists, and civil society representatives to develop the detailed institutional design of the protocols for the Governance Body, including the formal specification of the composition algorithm.
